BIM Management is the creation and management of a structure for the project, in such a way that parties involved are able to collaborate based on the use of BIM, and that the client receives the proper deliveries.
Technical standards are important, but BIM knowledge transfer, steering the amount of BIM capacity as well as the delivery planning are at least as important.
